Finance Minister Nicola Willis is making a pre-Budget speech from the National Hockey Centre in Auckland.
She is expected to reveal proposals signalling a reduction in the number of government agencies, by telling ministries and departments to come up with amalgamation plans.
The overhaul is expected to include the culling of more public sector jobs.
She is due to start speaking from 12.50pm.
