Emergency services are working to figure out if a second person was in a car that entered the water in Tauranga early this morning.
Officers were called to reports of a vehicle entering the water off Chapel Street, near the Bay Central shopping centre shortly after 12.30am.
"One person in the vehicle is out and is in hospital, while police are continuing to work to determine whether a second person was in the car," a police spokesperson said.
St John said it sent two ambulances and an operations manager to the scene.
One patient in a moderate condition was transferred to hospital.
The police national dive squad has been notified and was expected to arrive later today.
Chapel Street had been closed, but appeared to be open again according to NZTA.
