"The person was located in a critical condition, and CPR was commenced,. However, they were pronounced dead a short time later," a police spokesperson said.
The Serious Crash Unit attended the scene.
A Givealittle set up for Taylor's family said that Ryan was "a special soul and will be so dearly missed by many."

In November last year, RNZ reported there had been 10,000 e-scooter injury claims to ACC between 2018 and 2022 — worth an estimated $30m. This number spiked at 3100 in 2019, then fell back to 2500 last year — with the cost per claim dropping steadily.
A Waka Kotahi report estimated that e-scooter riders had the second highest rate of death or injuries in motor vehicle crashes per million hours spent travelling.
Last month, former National Party leader Simon Bridges was admitted to hospital with a broken wrist after falling off an e-scooter in Auckland.
