Police say that the horrific incident which saw a car plough into a group of people at a tram stop in Melbourne's CBD was "a deliberate act" as footage of the alleged driver's arrest emerged.
A police spokesperson has addressed the media, saying at this stage there are 14 people injured, with three in a critical condition. He also called the incident "a deliberate attack" although the motivation is unclear at this stage.
The driver has been arrested along with a second man and both are in custody, police say. Neither has been charged.
Speaking from the scene of the incident a woman talked about how her friend witnessed the car slamming into the pedestrians first hand.
"The car just sped up on purpose, that's all she could tell me and she was really shaky and panicking," she told 9 NEWS.
Aerial footage of the scene shows a white Suzuki SUV crashed into a tram stop.
The vehicle ran a red light just after 4.30pm (local time), witnesses have told radio station 3AW.
Witness Jim said the Suzuki was travelling west along Flinders Street at up to 100km/h.
"The intersection was full of pedestrians and he just ploughed through," he told ABC TV.

"The only thing that slowed him down was him hitting pedestrians.
"There was no breaking, there was no slowing down. Whether it was targeted or whether he had a heart attack, or was drunk, I don't know."
A four-year-old child is among the injured who is being treated at hospital.
