Video: More disturbing footage surfaces of Aussie Police raining blows in brutal arrest, this time 23-year-old in a psychotic episode

For the second time this week, confronting footage of Victorian Police conducting a brutal, and extended, arrest has surfaced.

The latest footage shows a police officer repeatedly punching and kicking an already restrained 23-year-old man on the floor of a Pharmacy in February 2016. 

The arrested man was having a psychotic episode at the time, and wielding scissors, had attacked several bystanders, Fairfax Media reported.

However, the man had already been restrained when police arrived and was still repeatedly struck with force by one officer in particular.

The footage follows another incident emerging this week where Victoria Police aggressively dragged a disabled pensioner from his home in September 2017.

The group of Victorian officers repeatedly hit the elderly man, capsicum sprayed him, and then sprayed a high pressured hose in his face.

Victoria's anti-corruption commission are investigating the 2017 incident, caught on CCTV.

The 2016 pharmacy incident was reviewed by police Professional Standards Command and no censure was handed down.
