Cabinet has been meeting for the first time since last week's fatal weather-related events across the North Island.
Emergency Management Minister Mark Mitchell earlier said a wider inquiry would be among the proposals he was taking to Cabinet today.
He was also taking a proposal to fellow ministers for an initial funding package for affected areas.
Speaking to Breakfast, Labour leader Chris Hipkins said the country needed to be better prepared for extreme weather events.
He said after these sorts of events there always needed to be a "full review of how well-prepared we were, what went right and what went wrong".
Six people are unaccounted for and a recovery operation continues following Thursday’s landslide at Mount Maunganui.
Separately, two people died after a slip extensively damaged a house on Welcome Bay Rd in Pāpāmoa.
A man was also swept to his death trying to cross the Mahurangi River north of Auckland.
The East Coast suffered extensive flood damage following days of heavy rain.
