Labour leader Chris Hipkins said the Government's Treaty Principles Bill is a "stain on our country" as ACT's David Seymour made his final plea on parties to support his legislation.

The bill was back before Parliament for its second reading where it was widely expected to be voted down, concluding more than a year of contention over the controversial legislation.
