Minister of Foreign Affairs Winston Peters is urging Israel to not undertake a ground offensive into Gaza's Rafah.

In a thread posted to X (formerly Twitter), Peters said his statement is part of an "overwhelming consensus" of the international community.

Peters' message comes as Israel talks of launching a ground offensive into the city, where over a million people are sheltering.

The plan has brought concern and warnings from diplomats abroad.

"[New Zealand] took careful note of the [International Court of Justice] provisional decision on January 26 requiring Israel to comply with its obligations under the Genocide Convention.

He also noted South Africa's urgent request for the Court to consider additional provisional measures.

The comment refers to South Africa's "urgent request" with the United Nations International Court of Justice.

South Africa's government said overnight it had lodged the request with the UN's International Court of Justice to consider whether Israel's military operations targeting the southern Gaza city of Rafah breach provisional orders the court handed down last month in a case alleging genocide.

Peters said New Zealand's position is all of the Court's decisions, including on provisional measures, are binding.

"We expect them to be adhered to.

"[New Zealand] believes protection of civilians is paramount. We repeat: the humanitarian consequences of an offensive in Rafah would be appalling."

Peters' message comes one day after more than 500 protesters gathered outside Parliament demanding the Government to take a tougher stand on Israel over its attacks on Gaza.

He also met with Israel's Ambassador to New Zealand earlier in the week, with Gaza a key talking point.
