The National Party are "deeply frustrated" a coalition deal was not signed today, 1News understands.

The party had reportedly hoped today was the day a deal between National, ACT and New Zealand First would get over the line.

The news comes after incoming prime minister Christopher Luxon made a promise a deal would be signed tomorrow between the three parties.

Pressure has been building on an agreement to be made, as today marks 40 days since the general election.

If a deal is signed tomorrow, MPs will not return to the debating chamber before December 5.

National leader Christopher Luxon.

That only gives them a couple of weeks to get things done before the Christmas break.

Tomorrow's deal will outline the rules of engagement and how the three parties will be able to disagree with each other over the next three years.

Along with Kiwis, both ACT leader David Seymour and New Zealand First leader Winston Peters will learn what each other have secured in the deal when the full ministerial list is released.

Speaking on the amount of time it has taken to form a government, outgoing prime minister Chris Hipkins said: "They're making hard work of it, aren't they?".

Former deputy prime minister Grant Robertson also disagreed his former role was "ceremonial" as suggested by Luxon.
