Some councils in Hawke's Bay opposed to Three Waters

The Government's Three Waters reforms effectively started in Hawke's Bay, after the Havelock North gastro crisis killed four people and sickened thousands.

However, councils representing the wider region are now speaking out in opposition to the reforms. Why?

Reporter Whena Owen went to Hawke's Bay to ask them in the video report above.
