Significant changes to KiwiBuild criteria are predicted by Ashley Church, with the Property Institute of New Zealand boss saying nothing is off the table in terms of what could be changed.

Mr Church told TVNZ1's Breakfast today that the KiwiBuild name would remain and he was predicting a government charm offensive over the next six months.

"By the end of 2019 there will be some quite significant changes around the criteria and what in fact KiwiBuild is, cause there needs to be. We’re in a market where we’re trying to sell affordable houses that aren’t actually affordable in a flat market," he said.

"(Changes could include) For people that qualify, for the criteria under which KiwiBuild actually operates, for who the participants in that market are, a whole range of things, I don’t think anything is off the table."

Mr Church's predictions come days after Housing Minister Phil Twyford admitted KiwiBuild would fall 700 homes short of its first-year target of 1000 homes.

The minister came under attack from National housing spokesperson Judith Collins, who told Breakfast that despite a $2 billion investment, KiwiBuild had produced just 33 houses in 12 months. Over the same period, the private sector had built 35,200, she said.
