As New Zealand prepares to cast its vote on whether cannabis should be legalised, the Government are still working on the details of what the referendum will look like.

On TVNZ1's Q+A, Prime Minister Jacinda Ardern was asked for specifics on the looming referendum.

"We're looking at the different options, of course we'll factor in cost as to the most efficient way to have that referendum," she told host Corin Dann.

When asked about it possibly of it being a non-binding referendum, she said they were "still working through the details of the way the question will be worded, the way it will work, but of course you wouldn't have a referendum if you aren't going to pay attention to what it says".

"We need to take that final decision to Cabinet."

It is likely to be held before the next election, or on election day, as part of Labour's deal with the Green Party.

Ms Ardern said "often we use the crude majority", however, she said she had not given much thought to how much support from the referendum would enable the Government to act.

"We'll be looking for the indication of the public from what they want to see from their Government on this one. It's been a conscience issue for politicians, why shouldn't it be a conscience issue for the public?"
